In summary, our overall project has reinforced for us the
importance of closer collaboration between crime victims,
crime victim organizations, and the police. It is time to bring
the victim into community policing.

Our work shows that community policing can be greatly
enhanced by working to prevent repeat victimization and
building collaborative problem solving relationships with
victims and victim organizations. The information and tools
included in this package are a distillation of all that we have
learned over the last 18 months about the relationship
between police and crime victims. We hope that these
materials will help police organizations enhance the practice
of community policing by building stronger problem solving
relationships with crime victims and the organizations that
serve them.The Promise of Preventing Repeat Victimization

A fundamental tenet of community policing holds that police
should work with community-based partners to solve
problems. The most difficult aspect of problem solving is the
identification and effective analysis of problems. Police
organizations use an array of macro-level tactics to identify
and analyze crime problems. Data are collected, crime maps
are analyzed, patrol officers are surveyed, and community
organizations are consulted. This approach depends on a high
level of resources and tends to only identify problems once
they have become big enough to draw police attention.

In contrast, identifying and preventing repeat victimization is
problem solving that starts at the micro level. Because repeat
victimization affects individual people and targets, effective
problem solving begins at an individual level and moves to
larger groups when appropriate.

To fully understand the nature of repeat victimization and
develop effective responses, law enforcement agencies must

capitalize on non-traditional as well as traditional sources of
information. It's essential, for example, to look beyond arrest
data and calls for service and consider residential, business
and environmental surveys, victim and offender interviews,
mapping/GIS data, and social services data. The next task is
to analyze this data.

Thorough data analysis can yield surprising information about
underlying causes, illuminating problems and pointing the way
to solutions. Only through sound analysis can the detailed
picture needed to fashion effective responses emerge. Without
it, opportunities to develop alternative, non-traditional
responses are likely to be missed and strategies to prevent
repeat victimization are likely to fail.

One final point. Effective first response is vital to address the
problem of repeat victimization. But, it can also reduce
reliance on resource-intensive problem identification methods,
enabling the early resolution of crime problems.

Implications of a Policy to Prevent Repeat
Victimization

This policy creates an approach to preventing repeat
victimization that focuses on victim safety and strengthens the
foundation of community policing: partnering and problem
solving. Creating an organizational focus on preventing repeat
victimization of individuals will affect many principles
governing police operations.

Lie #1 – Uranium from Niger – Bush said "The British Government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa." in his State of the Union Address.

Lie #2 – Iraq and 9/11 – Bush led people to believe that Iraq was involved with 9/11 by repeatedly linking them in his speeches. This was so effective that at one point 70% of Americans actually believed Saddam was behind 9/11. Bush has since admitted that this was not true.

Lie #3 – Congress Knew – Bush has stated that Congress had access to all the same information that the White House had. Thus he should not be blamed for making the mistake of going to war. But Bush was briefed many times about the falsehood of various stories and this information never reached Congress.

Lie #4 – Aluminum Tubes – Bush, Cheney, Rice and Powell said that aluminum tubes Iraq attempted to buy were intended for use in a uranium centrifuge to create nuclear weapons. These were the only physical evidence he had against Iraq. But it turns out this evidence had been rejected by the Department of Energy and other intelligence agencies long before Bush used them in his speeches.

Lie #5 – Iraq and Al Qaeda – Bush still insists that there was a "relationship" between Iraq and Al Qaeda. But the 9/11 Commission released a report saying, among other things, that there was no "collaborative relationship" between Al Qaeda and Iraq. The nature of the relationship seems to be that Al Qaeda asked for help and Iraq refused. Al Qaeda was opposed to Saddam Hussein because Saddam led a secular government instead of an Islamic government.

Lie #6 – Weapons of Mass Destruction – Bush insisted that Iraq possessed weapons of mass destruction but his "evidence" consisted mostly of forged documents, plagiarized student papers, and vague satellite photos. The United Nations was on the ground in Iraq and could find nothing. After extensive searches Bush was finally forced to admit that Iraq did not have weapons of mass destruction.

Lie #7 – Mobile Weapons Labs – Bush and his team repeatedly claimed that Iraq possessed mobile weapons labs capable of producing anthrax. Colin Powell showed diagrams of them at his speech before the UN to justify invading Iraq. These claims originated from Curveball, a discredited Iraqi informer who fed Bush many of the stories related to WMD. On May 29, 2003, two small trailers matching the description were found in Iraq. A team of bio-weapons experts examined the trailers and concluded they were simply designed to produce hydrogen for weather balloons. But, for over a year, Bush claimed these were part of Iraq's bio-weapons program. The expert's report was suppressed and only recently made public. Read the Iraq survey report.

Lie #8 -The Bush wiretaps violated US law because he was required to get approval from FISA. He can start a wiretap of a suspected terrorist at any time but must then seek approval to continue within 72 hours.

Lie #9- Attorney General Gonzales claims HJR114 gave Bush authority to conduct the wiretaps. But HJR114 only grants use of the "Armed Forces". HJR114 does not explicitly suspend the Constitution. Also HJR114 requires "The President shall, at least once every 60 days, submit to the Congress a report on matters relevant to this joint resolution, including actions taken pursuant to the exercise of authority granted in section 3". Congress was not notified of these wiretaps.

It takes two willing participants to effectively use the collaborative law process, and two lawyers willing to practice law collaboratively. The most important distinguishing feature for collaborative lawyers is that they both agree, if the matter cannot be settled out of court, to withdraw from further represenation. The parties then have to find new lawyers to go to court. This provides a big incentive for the parties to settle.

The most important distinguishing feature for the parties is that both sides agree to full and fair disclosure of all relevant facts; no stone-walling or game-playing. The parties seek to reach a settlement for the highest good of all concerned.

Cpl. Robert Balkcom, an assistant commander of the Georgia State Patrol post in Statesboro, said no charges have been filed yet, but they are likely, against Dougherty County Police Officer Jeremiah Fenn, 25, of Albany.

Officer Fenn was headed to Chatham County to take part in Operation Rolling Thunder, a 90-day effort to curb Savannah’s rising traffic fatality rate with the help of scores of officers from around the state.

Officer Fenn was driving eastbound near Metter when he took his eyes off the road for a second to look at the computer mounted in his car and struck a trailer being towed by an SUV traveling in the same direction and in the same lane, Cpl. Balkcom said.

The video camera in Officer Fenn’s car, which could have recorded the accident, was turned off, Cpl. Balkcom said.

The SUV overturned several times, ejecting Milton Wilcox, 33, of Savannah, a passenger who was not wearing a seat belt, police said.

Mr. Wilcox was pronounced dead at the scene. His father, William Wilcox, 57, of Savannah, the driver, was airlifted to Savannah’s Memorial Health University Medical Center with serious injuries, Cpl. Balkcom said.

A two-mile eastbound stretch of the interstate was closed for about six hours while members of the Georgia State Patrol’s Specialized Collision Reconstruction Team investigated the accident, Cpl. Balkcom said.

Witnesses told authorities that Officer Fenn’s police car was “traveling at a high rate of speed,” an issue that will be addressed by the investigation, Cpl. Balkcom said.

“There will more than likely be charges,” he said.

Officer Fenn is a participant in a statewide program known as Highway Enforcement of Aggressive Traffic (H.E.A.T.), a collaborative effort of the Governor’s Office of Highway Safety and eight local law enforcement agencies to nab aggressive drivers.

WASHINGTON – President Barack Obama on Tuesday applauded Afghan President Hamid Karzai for accepting election fraud findings that invalidated nearly a third of the votes cast for him in August.

Obama said the breakthrough offers new hope that a credible Kabul government will emerge to partner with the U.S. and NATO in battling a resurgent Taliban insurgency and blocking al-Qaida's return.

Obama told reporters that he spoke by phone with the Afghan president after Karzai bowed to U.S. pressure and announced that he agreed to a runoff election Nov. 7, acknowledging that he fell short of a majority in the first balloting.

The original vote count had put Karzai well above the 50 percent mark he needed to be declared the outright winner, but a U.N.-based investigation determined that hundreds of thousands of his votes were tainted. Until Tuesday it was unclear whether Karzai would accept the findings and agree to a runoff.

"President Karzai and the other candidates have shown that they have the interests of the Afghan people at heart," Obama said. "This is a reflection of a commitment to the rule of law and the insistence that the Afghan people's will should be done."

In his remarks at the White House, Obama praised the work of U.S. Ambassador Karl Eikenberry, who was joined in talks in Kabul over the weekend by Sen. John Kerry, the Massachusetts Democrat who heads the Senate Foreign Relations Committee. Obama also acknowledged the work of American troops fighting in Afghanistan.

In an Associated Press telephone interview from Dubai, Kerry said Tuesday that Karzai had felt deeply aggrieved by the pressure put on him to accept a runoff and the implication of Afghan incompetence.

"President Karzai really deeply believes he had won the election and he felt the process was flawed and he felt that the international community was kind of conspiring to push for a different outcome," Kerry said.

"He felt very deeply about the flaws of the process. He had people within his government, people within the election commission who felt they were being insulted about putting together a faulty election process. There were a lot of very deep feelings about Afghanistan's right to run its election, its competency in running it and so forth."

Obama put a positive spin on Karzai's decision.

"President Karzai's constructive actions established an important precedent for Afghanistan's new democracy," Obama said in a statement issued earlier Tuesday. "The Afghan constitution and laws are strengthened by President Karzai's decision, which is in the best interests of the Afghan people."

In reviewing its strategy for the war in Afghanistan — including contemplation of sending tens of thousands more U.S. troops next year — the White House has publicly questioned whether the Afghan government is too corrupt to serve as a worthwhile partner in the fight against a Taliban insurgency.

Administration officials on Tuesday appeared to signal that Karzai had taken a step in the right direction.

Secretary of State Hillary Rodham Clinton welcomed Karzai's announcement as a boost for Afghan democracy. She made no direct mention of the fraudulent Karzai votes that were thrown out, although she referred to "a rough and contentious" election and weeks of "debate over the flaws in the vote."

"We remain committed to partnering with the Afghan people and their government on our shared objectives of strengthening good governance, tackling corruption, increasing economic opportunities and improving security for all Afghans," she said in a written statement.

Obama remains under pressure from some Republicans to complete his strategy review and decide on troop levels.

Sen. John McCain, R-Ariz., a leading advocate of bolstering U.S. troop levels, said Tuesday he was pleased by Karzai's decision and argued that improved security is the key to building a credible Kabul government.

"It is unrealistic to expect Afghan governance to improve significantly without improved security," McCain said. "That is why it is essential to implement the properly resourced counterinsurgency strategy that Gen. Stanley McChrystal and our senior commanders have called for, and that is why I continue to urge President Obama to provide our military and civilian leaders in Afghanistan with the resources they need as quickly as possible."

The White House said Obama also called Eikenberry to thank him for his collaborative work with Kerry and to get an update on the election situation. Obama also called Abdullah Abdullah, the former Afghan foreign minister who came in second in the August vote and will face off against Karzai on Nov. 7.

Eikenberry and Kerry had been deeply engaged with Karzai and other Afghan government officials over the past several days, apparently succeeding in persuading Karzai that he must accept the fraud probe results.
